My lawn is all ruined and covered in weeds. It's not a sight to behold right now. I want to rehabilitate my lawn, maybe put down some new grass. Question: Do I have to lift old grass up?

Ack, that's really tough. How bad is the grass now? If it's got brown patches, you might want to identify first what could have caused it and work on that. Maybe if you get to the root of that, you wouldn't have to go to the lengths or replanting your grass.

If I were in your place, I would use a garden fork to put holes so that you can pull the weeds in there and replace that with some grass seeds and put some soil. Compost would be best.
But if almost all of your lawn has weeds on it then you will have to lift up the old grass and reseed your lawn. Ciao

It really depends on your budget and time. You can remove the weeds manually or you can use a selective weedicide

I'd seed the lawn if I were you. I guess it's the cheapest method and it's pretty much easier if the soil is good underneath. You've got to do it in stages because this would give you time to improve it bit by bit through the years and not totally strip your lawn to rehabilitate it.

I wouldn't lift all the old grass up. You can kill the weeds with Roundup. But this will probably take a couple of weeks. The when the weeds are all gone, you can now sow grass seeds.
A good lawn needs to be taken care of regularly and doesn't become green overnight. Goodluck
