Do you have a multi-zone irrigation system? If you have a yard with different characteristics (ie; heavy slope in some areas, lots of sand in some parts) then it makes sense to use a programmable watering system. That way, you can give extra water to the parts that need it, and several short bursts of water to areas with runoff problems.

There are also water sensors that may help. They use underground probes to measure when the ground reaches ideal moisture levels.

If you don't want to go the high-tech route, you can also do manual testing of the ground. Half an hour after you water, dig up a plug of earth 6 inches deep. If the ground is moist but not muddy, then you got the watering right. If it's dry, turn the sprinklers back on.
